Horizon Value Access Plans Will No Longer Be Offered in 2023
Horizon has decided to withdraw all Horizon Value Access plans for 2023. The New Jersey Department of Banking and Insurance has given its approval for Horizon to withdraw these plans in accordance with N.J.A.C. 11:20-18.6.
Horizon Value Access will not be available for new business either on or off the Health Insurance Marketplace (the Marketplace) as of January 1, 2023. Members enrolled in these plans can remain in these plans until December 31, 2022.
Each affected subscriber will receive a notice of the plan discontinuation. With that notice, we will offer a suggested replacement medical plan, along with the estimated monthly premium rate for 2023. To make sure there is no gap in coverage, impacted members will be automatically enrolled in the plans we have selected for them on January 1, 2023. However, they are free to review other plan options and decide which coverage is best for them.
The recommended replacement plans are:

Discontinuation notices will be sent to members by November 1, 2022, along with a Summary of Benefits and Coverage (SBC) for the recommended replacement plan. A reminder notice will be sent to members at least 45 days prior to the non-renewal date on December 31, 2022.
Plans available for 2023 will be displayed on HorizonBlue.com (for off-Marketplace plans) and GetCovered.NJ.gov (for Marketplace plans) on November 1, 2022.
If you have impacted clients you will receive a letter shortly with additional details. Please work with your affected clients to review other plan options, see if they are eligible for financial assistance and help them decide which coverage is best for them.
If your clients want to enroll in a different plan effective January 1, 2023, they should enroll by December 31, 2022, although we recommend a selection by December 15, 2022 for an easy transition to new coverage. Unless your clients select another plan they will automatically be enrolled in the replacement plan we have selected for them, with an effective date of January 1, 2023.
