Horizon Notice of Non-Renewal for Small Group Clients Enrolled in Pre-Affordable Care Act (ACA) Plans

Horizon Blue Cross Blue Shield of New Jersey has announced that it will discontinue all remaining Pre-ACA (transitional) small group health plans at each affected group’s 2026 renewal.

What you need to know:

• Affected groups will need to enroll in a new ACA-compliant small group plan, provided they meet current eligibility requirements.
• This change applies to all remaining transitional plans and is not related to a group’s claims experience or health status.
• PGP will notify you on a case-by-case basis as impacted clients are identified, giving you time to review renewal options with your clients.
